Meter use is also an understated difficulty of 2D Fighters. Also, characters that rely on quarter circle moves are a tough one because some people come from other fighting games and quarter circles are easy for them. I'm not saying to X these characters off your list, but it will just make life harder. Picking a character that requires high execution is probably not the greatest idea. The only list that might be helpful is a list of who may not be a great pick for new people. I don't think there is a true tier list for new players.
